Here are some, that include the UNESCO common definition set at 2021:<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Open&nbsp; science&nbsp; is&nbsp; defined&nbsp; as&nbsp; an&nbsp; inclusive construct that combines various movements and practices aiming to&nbsp; make&nbsp; multilingual&nbsp; scientific&nbsp; knowledge&nbsp; openly&nbsp; available,&nbsp; accessible&nbsp; and&nbsp; reusable&nbsp; for&nbsp; everyone,&nbsp; to&nbsp; increase&nbsp; scientific&nbsp; collaborations&nbsp; and&nbsp; sharing&nbsp; of&nbsp; information for the benefits of science and society, and to open the processes of scientific knowledge creation, evaluation and communication to societal actors beyond the traditional scientific community. It comprises all scientific disciplines&nbsp; and&nbsp; aspects&nbsp; of&nbsp; scholarly&nbsp; practices,&nbsp; including&nbsp; basic&nbsp; and&nbsp; applied&nbsp; sciences, natural and social sciences and the humanities, and it builds on the following key pillars: open scientific knowledge, open science infrastructures, science&nbsp; communication,&nbsp; open&nbsp; engagement&nbsp; of&nbsp; societal&nbsp; actors&nbsp; and&nbsp; open&nbsp; dialogue with other knowledge systems<\/em>. <a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949.locale=en\">UNESCO Recommendation on Open Science<\/a>. <\/li>\n\n\n\n<li><em>Open Science is scholarly research that is collaborative, transparent and reproducible and whose outputs are publicly available<\/em>. OSPP-REC, <a href=\"https:\/\/data.europa.eu\/doi\/10.2777\/958647\">Open Science Policy Platform Recommendations<\/a>.<\/li>\n\n\n\n<li><em>An approach to the scientific process that focuses on spreading knowledge as soon as it is available using digital and collaborative technology. <\/em><a href=\"https:\/\/ec.europa.eu\/info\/research-and-innovation\/strategy\/strategy-2020-2024\/our-digital-future\/open-science_en)\"><em>Expert groups, publications, news and events<\/em>. European Commission <\/a>.<\/li>\n\n\n\n<li><em>Open Science is the practice of science in such a way that others can collaborate and contribute, where research data, lab notes and other research processes are freely available, under terms that enable reuse, redistribution and reproduction of the research and its underlying data and methods<\/em>. <a href=\"https:\/\/www.fosteropenscience.eu\/foster-taxonomy\/open-science-definition\">FOSTER<\/a>.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<\/div><h2 class=\"tabtitle\">PRECEDENTS ON OS DEVELOPMENT<\/h2>\n<div class=\"tabcontent\">\n\n\n\n\n<p><strong><a href=\"https:\/\/www.budapestopenaccessinitiative.org\/\">BOAI<\/a> <\/strong>(Budapest Open Access Initiative, 2001):<\/p>\n\n\n\n<p>The Budapest Open Access Initiative arose from a small but lively meeting convened in Budapest by the Open Society Institute (now Open Society Foundations [OSF]) on December 1-2, 2001.<\/p>\n\n\n\n<p>The purpose of the meeting was to accelerate progress in the international effort to make research articles in all academic fields freely available on the internet. The participants represented many points of view, many academic disciplines, and many nations, and had experience with many of the ongoing initiatives that make up the open access movement.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/plos.org\/\">PLOS<\/a> <\/strong>(Public Library of Science, 2000): <\/p>\n\n\n\n<p><em>Leading a Transformation in Science Communication<\/em><\/p>\n\n\n\n<p>The idea for PLOS began in 2000 when an open letter was circulated by founders Harold Varmus, Patrick Brown, and Michael Eisen. Recognizing that most existing journals were resistant to changing their business practices, in 2003 we launched our first fully Open Access journal to empower researchers to make science immediately and publicly available online, without restrictions. Our Article Processing Charge model, though revolutionary at the time, would soon pave the way for a new wave of publishing options and ensure the future of Open Access.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/openaccess.mpg.de\/Berlin-Declaration\">Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities<\/a><\/strong> (2003): <\/p>\n\n\n\n<p>Our mission of disseminating knowledge is only half complete if the information is not made widely and readily available to society. New possibilities of knowledge dissemination not only through the classical form but also and increasingly through the open access paradigm via the Internet have to be supported. We define open access as a comprehensive source of human knowledge and cultural heritage that has been approved by the scientific community.<\/p>\n\n\n\n<p>To realize the vision of a global and accessible representation of knowledge, the future Web has to be sustainable, interactive, and transparent. Content and software tools must be openly accessible and compatible.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/sfdora.org\/\">DORA<\/a> <\/strong>(Declaration on Research Assessment, 2012): <\/p>\n\n\n\n<p>The Declaration on Research Assessment (DORA) recognizes the need to improve how the outputs of scholarly research are evaluated. The declaration was developed in 2012 during the Annual Meeting of the American Society for Cell Biology in San Francisco. It has become a worldwide initiative covering all scholarly disciplines and all key stakeholders including funders, publishers, professional societies, institutions, and researchers.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.ouvrirlascience.fr\/wp-content\/uploads\/2018\/11\/Amsterdam-call-for-action-on-open-science.pdf\">Amsterdam Call for Action on Open Science<\/a> <\/strong>(2016): <\/p>\n\n\n\n<p>This Call for Action is the main result of the Amsterdam conference on \u2018Open Science \u2013 From Vision to Action\u2019 hosted by the Netherlands\u2019 EU presidency on 4 and 5 April 2016. It is a living document reflecting the present state of open science evolution.<\/p>\n\n\n\n<\/div><h2 class=\"tabtitle\">MAIN ACTORS<\/h2>\n<div class=\"tabcontent\">\n\n\n\n\n<h4 class=\"wp-block-heading\"><strong>World &gt; <a href=\"https:\/\/www.unesco.org\/en\/natural-sciences\/open-science\">UNESCO<\/a><\/strong> : <\/h4>\n\n\n\n<p>Setting global standards for open science for all: UNESCO Recommendation on Open Science (Nov. 2021)<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Europe &gt; <a href=\"https:\/\/ec.europa.eu\/info\/research-and-innovation\/strategy\/strategy-2020-2024\/our-digital-future\/open-science_en\">European Commission<\/a><\/strong>: The EU&#8217;s open science policy: <\/h4>\n\n\n\n<p>Open science is a priority policy for the European Commission and the standard method of working under its research and innovation funding programmes as it improves the quality, efficiency, and responsiveness of research.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Spain<\/strong>:<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.boe.es\/buscar\/act.php?id=BOE-A-2022-14581\">Ley 17\/2022, de 5 de septiembre, por la que se modifica la Ley 14\/2011, de 1 de junio, de la Ciencia, la Tecnolog\u00eda y la Innovaci\u00f3n.<\/a>: <\/li>\n<\/ul>\n\n\n\n<p>Treinta y nueve. Se modifica el art\u00edculo 37, que queda redactado en los siguientes t\u00e9rminos:<\/p>\n\n\n\n<p>\u00abArt\u00edculo 37. Ciencia abierta.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Los agentes p\u00fablicos del Sistema Espa\u00f1ol de Ciencia, Tecnolog\u00eda e Innovaci\u00f3n impulsar\u00e1n que se haga difusi\u00f3n de los resultados de la actividad cient\u00edfica, tecnol\u00f3gica y de innovaci\u00f3n, y que los resultados de la investigaci\u00f3n, incluidas las publicaciones cient\u00edficas, datos, c\u00f3digos y metodolog\u00edas, est\u00e9n disponibles en acceso abierto. El acceso gratuito y libre a los resultados se fomentar\u00e1 mediante el desarrollo de repositorios institucionales o tem\u00e1ticos de acceso abierto, propios o compartidos.<br><\/li>\n\n\n\n<li>El personal de investigaci\u00f3n del sector p\u00fablico o cuya actividad investigadora est\u00e9 financiada mayoritariamente con fondos p\u00fablicos y que opte por diseminar sus resultados de investigaci\u00f3n en publicaciones cient\u00edficas, deber\u00e1 depositar una copia de la versi\u00f3n final aceptada para publicaci\u00f3n y los datos asociados a las mismas en repositorios institucionales o tem\u00e1ticos de acceso abierto, de forma simult\u00e1nea a la fecha de publicaci\u00f3n.<br><\/li>\n\n\n\n<li>Los beneficiarios de proyectos de investigaci\u00f3n, desarrollo o innovaci\u00f3n financiados mayoritariamente con fondos p\u00fablicos deber\u00e1n cumplir en todo momento con las obligaciones de acceso abierto dispuestas en las bases o los acuerdos de subvenci\u00f3n de las convocatorias correspondientes. Los beneficiarios de ayudas y subvenciones p\u00fablicas se asegurar\u00e1n de que conservan los derechos de propiedad intelectual necesarios para dar cumplimiento a los requisitos de acceso abierto.<br><\/li>\n\n\n\n<li>Los resultados de la investigaci\u00f3n disponibles en acceso abierto podr\u00e1n ser empleados por las Administraciones P\u00fablicas en sus procesos de evaluaci\u00f3n, incluyendo la evaluaci\u00f3n del m\u00e9rito investigador.<br><\/li>\n\n\n\n<li>El Ministerio de Ciencia e Innovaci\u00f3n facilitar\u00e1 el acceso a los repositorios de acceso abierto y su interconexi\u00f3n con iniciativas similares nacionales e internacionales, promoviendo el desarrollo de sistemas que lo faciliten, e impulsar\u00e1 la ciencia abierta en la Estrategia Espa\u00f1ola de Ciencia, Tecnolog\u00eda e Innovaci\u00f3n, reconociendo el valor de la ciencia como bien com\u00fan y siguiendo las recomendaciones europeas en materia de ciencia abierta.<br><br>Adem\u00e1s del acceso abierto, y siempre con el objetivo de hacer la ciencia m\u00e1s abierta, accesible, eficiente, transparente y beneficiosa para la sociedad, los Ministerios de Ciencia e Innovaci\u00f3n y de Universidades, cada uno en su \u00e1mbito de actuaci\u00f3n, as\u00ed como las Comunidades Aut\u00f3nomas en el marco de sus competencias, promover\u00e1n tambi\u00e9n otras iniciativas orientadas a facilitar el libre acceso y gesti\u00f3n de los datos generados por la investigaci\u00f3n (datos abiertos), de acuerdo a los principios internacionales FAIR (sencillos de encontrar, accesibles, interoperables y reutilizables), a desarrollar infraestructuras y plataformas abiertas, a fomentar la publicaci\u00f3n de los resultados cient\u00edficos en acceso abierto, y la participaci\u00f3n abierta de la sociedad civil en los procesos cient\u00edficos, tal como se desarrolla en el art\u00edculo 38.<br><\/li>\n\n\n\n<li>Lo anterior ser\u00e1 compatible con la posibilidad de tomar las medidas oportunas para proteger, con car\u00e1cter previo a la publicaci\u00f3n cient\u00edfica, los derechos sobre los resultados de la actividad de investigaci\u00f3n, desarrollo e innovaci\u00f3n, de acuerdo con las normativas nacionales y europeas en materia de propiedad intelectual e industrial, obtenciones vegetales o secreto empresarial.\u00bb<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.ciencia.gob.es\/InfoGeneralPortal\/documento\/c30b29d7-abac-4b31-9156-809927b5ee49\" target=\"_blank\" rel=\"noreferrer noopener\">Estrategia Nacional de Ciencia Abierta (ENCA), 2023\u20132027<\/a><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Catalonia<\/strong>:<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/portaljuridic.gencat.cat\/eli\/es-ct\/l\/2022\/12\/21\/9\" target=\"_blank\" rel=\"noreferrer noopener\">LLEI 9\/2022, del 21 de desembre, de la ci\u00e8ncia.<\/a> > Article 79. Increase the value of scientific culture as an essential tool to form a responsible and critical society and strengthen ad hoc training in this respect.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><a rel=\"noreferrer noopener\" href=\"https:\/\/cerca.cat\/iniciatives-cerca\/estrategia-de-gestio-de-dades\/\" target=\"_blank\">CERCA Open Data Strategy<\/a>: to coordinate research centres with other system agents, such as Universities, CSUC, BSC, and others.<\/li>\n<\/ul>\n\n\n\n<\/div><h2 class=\"tabtitle\">TOOLS &amp; RESOURCES<\/h2>\n<div class=\"tabcontent\">\n\n\n\n\n<p><strong><a rel=\"noreferrer noopener\" href=\"https:\/\/www.fosteropenscience.eu\/\" target=\"_blank\">FOSTER<\/a><\/strong>:<\/p>\n\n\n\n<p>FOSTER Plus (Fostering the practical implementation of Open Science in Horizon 2020 and beyond) is a 2-year, EU-funded project, carried out by 11 partners across 6 countries. The primary aim is to contribute to a real and lasting shift in the behavior of European researchers to ensure that Open Science (OS) becomes the norm.<\/p>\n\n\n\n<p><strong><a rel=\"noreferrer noopener\" href=\"https:\/\/ec.europa.eu\/info\/research-and-innovation\/strategy\/strategy-2020-2024\/our-digital-future\/open-science\/open-science-monitor_en\" target=\"_blank\">Open science monitor (EC)<\/a>:<\/strong> <\/p>\n\n\n\n<p>The Open Science Monitor has been created to get some quantitative and qualitative insights on the ongoing development of open science practices. The policy is to foster Open Science. The Open Science Monitor is not an assessment tool. It is made up of several bodies that put forward guidelines, examine cases, make decisions and promote and support the actions linked to all of this.
