Junior Legal Officer

Introduction to the vacant position:

The Institute for Bioengineering of Catalonia (IBEC) is looking for a Junior Legal Officer to be incorporated in its Finance Unit

The Junior Legal Officer will join the Procurement Area, within the Finance Department. He/she will be expected to run, manage, and control tender processes in accordance with Public Procurement Regulations and draft, review and manage other legal documents. The successful candidate will instruct and assist internal users about the procedures to follow, and manage until execution of the tendering process, and provide documents and information to external auditors, whenever applicable. He/she will draft tender documentation, contracts and will monitor contract renewals, under the supervision of the Legal & Procurement Coodinator.

Main tasks and responsibilities:

Its functions and responsibilities will consist of:

  • Preparing the Tender Documents according to the Public Procurements Law and publication in the Contractor’s Profile and other official bulletins.
  • Advising and collaborating with Research Group and Research management Units to prepare technical documentation.
  • Carrying out the necessary administrative duties (including the Expert Committee).
  • Storing and custody documents related to tenders in a paper or electronic filing   
  • system.
  • Attention and information to bidding companies (national and international)
  • Reporting required by funding bodies and regulatory authorities.
  • Drafting, reviewing, and managing various legal documents, including contracts, agreements, corporate policies, compliance documentation, internal reports, legal memorandums, and official correspondence.
  • Legal support to other related tasks

Requirements for candidates:

  • Advanced user in Microsoft Office.
  • Minimum two years’ experience in Public Procurements and Official Tenders in entities of the Public Sector.
  • Knowledge and management of the Public Procurements Services Platform of the Catalan Government and the public register of contracts.
  • Proven experience in drafting and reviewing legal documents such as contracts, agreements, and procurement documentation
  • Proficient level in Catalan and Spanish. Excellent English.
  • Strong planning and organizational skills, communication, teamwork and proactivity.
  • Knowledge in digital envelope 2.0 and telematics procedures of the Platform PSCP

Additional experience that will be also valuable:

  • University degree in Law, Business Administration or equivalent.
  • Excellent organizational and time-management abilities.
  • High level of accuracy and attention to detail.
  • Previous experience in one or more of the following: 
  • Mastery of administrative legislation on procurement (including the Law on Public Sector Contracts)
  • You have working experience in research institutes

    • Full time, fixed-term contract
    • Salary will be commensurate with previous experience.
